Russia, one of the world’s largest oil producers and exporters, is facing an unexpected fuel crisis after a series of Ukrainian drone attacks on its oil refineries. The attacks have damaged key infrastructure, leading to reduced fuel production and supply disruptions across several regions.
Reports suggest that Russia is now considering importing petrol and diesel by sea in June to manage the growing shortage. This comes as a rare situation for a country that is usually a major global supplier of crude oil and refined petroleum products.
Is Russia really facing a fuel shortage?
According to a report by Russian newspaper Vedomosti, cited by Reuters, Russia may start fuel imports after repeated Ukrainian strikes damaged several refineries. The report quotes unnamed sources saying that fuel production in Russia dropped sharply in recent weeks. Petrol output in the last week was nearly 25% lower compared to the average daily level recorded in June 2025.
Why is fuel production falling in Russia?
Data from several reports indicate that Russia’s sea-based exports of refined oil products in early June fell by around 15% compared to May. The decline is mainly due to emergency repair work at damaged refineries after drone attacks. As a result, Russia has been forced to reduce exports of petrol and jet fuel.
President Vladimir Putin has also commented on the recent attacks on civilian infrastructure, including a strike on a Moscow oil refinery. He said these attacks are aimed at destabilising Russian society and urged the government to take additional steps to reduce their impact.
What is the situation inside Russia?
Several regions in Russia are already seeing fuel shortages, long queues at petrol pumps, restrictions on fuel sales, and rising prices. The situation has become serious enough that even Crimea, a Russian-controlled region, has introduced strict limits. In Sevastopol, public transport, shops, cafes, and street lighting now operate on restricted hours. Private transport is banned after 10 PM, and large stores close by 8 PM.
