Governors under the platform of the Nigeria Governors’ Forum have said they will continue to push for a constitutionally sound framework for the establishment of state police, while also supporting national initiatives on nutrition, agriculture and power aimed at improving livelihoods across the country.
The Forum made this known in a communiqué issued at the end of its second meeting of the year and signed by its Chairman and Kwara State Governor, Abdulrahman AbdulRazaq.
At the meeting, the governors received briefings on several federal government and development partner proposals, and resolved to deepen consultations and coordination between states and national institutions to achieve better outcomes for citizens.
On state police, the governors emphasised that any framework for its establishment must be consistent with the Constitution, federal principles and the protection of citizens’ rights.
“Governors emphasised the need for the State Police to be constitutionally sound and aligned with federalism and citizens’ rights,” the communiqué stated.
The Forum said it had also held a dedicated consultation with Attorneys-General to review proposed constitutional amendments and possible frameworks for the establishment of state police.
According to AbdulRazaq, the consultations are intended to strengthen the collective position of the states on the issue.
On nutrition, the Forum welcomed an update from the Federal Ministry of Budget and Economic Planning on the National Nutrition 774 Initiative and reaffirmed the commitment of governors to reducing child malnutrition across Nigeria.
“The Forum reaffirmed the Governors’ commitment to improving nutrition outcomes and reducing child malnutrition across Nigeria,” the communiqué said.
The governors also urged stakeholders to accelerate work on the National Nutrition Bill in order to strengthen the legal and policy framework for nutrition interventions.
The Forum further endorsed continued collaboration with the World Bank on its proposed Country Partnership Framework for Nigeria for the 2026–2032 fiscal years, as well as the Nigeria Sustainable Agricultural Value-Chains for Growth programme.
The AGROW programme, described by the Forum as a results-based initiative, is aimed at improving agricultural productivity, strengthening value chains, increasing private-sector participation and enhancing food security. It is also expected to support early childhood development interventions.
“The Forum supported ongoing collaboration with the Federal Government, the World Bank, and other stakeholders to ensure successful implementation and deliver benefits to participating states,” the communiqué added.
The governors also approved state-specific interventions and stressed the need for stronger coordination across health, nutrition, education, water and sanitation, social protection and family support.
On power, the governors received a presentation on the National Solar Super-Grid Initiative, a proposal designed to expand electricity access through large-scale decentralised solar generation connected to a high-voltage national transmission network.
The NGF noted that the initiative has the potential to support industrialisation, improve energy security and accelerate economic growth.
“Governors reiterated their commitment to ongoing power sector reforms and to strengthening collaboration among stakeholders to expand access to reliable and affordable electricity for Nigerians,” the communiqué stated.
The meeting underscored the Forum’s intention to align state-level priorities with federal programmes and development partners, while insisting that major structural reforms, particularly the proposed state policing framework, must respect constitutional boundaries, federalism and citizens’ rights.
