I was in Detention When Budget for My Agency Got into Appropriation Bill; DG of “Fake Agency” Says

The self-acclaimed Director-General of the controversial Presidential Foreign Intervention Promotion Council (PFIPC), Adeniyi Matthew, has claimed being uninvolved in the preparation of the council’s budget and how it got into the 2026 appropriation bill.

Adeniyi disclosed that he was in police detention when the budget was prepared and defended.

The DG of the disputed council declared fake by the presidency made the disclosure during a video call with human rights activist, Martin Vincent Otse, popularly known as VeryDarkMan.

As captured in the recorded video call posted on TikTok, Adeniyi claimed to be confused with the scandal as he questioned how the Federal Government would deny the existence of an agency that find its way into the national budget and approved by lawmakers.

“This whole thing is confusing. When the presidency through the Chief of Staff said the agency does not exist, I wondered how come? The agency that find its way to the national budget? How?

“Both the Senate, where we have so many experienced Senators, 360 members House of Representatives, could not detect that there is a fake agency.

“Then transmitted to the president to assent his signature. How could this Chief of Staff not be aware that the said agency is inside the budget?

“That gave me the audacity to come out to do a rebuttal of the disclaimer two weeks ago.” He said.

Adeniyi thereafter recounted how the 2026 budget for the agency was prepared and defended while he was detention on account of a petition filed against him by Gbajabiamila.

“I’m not the one that prepared the budget because during the preparation for budget, I was invited by the Nigerian Police Force, the Department of Monitoring Unit, in 2025.

“I was invited to come and respond to a petition from the Chief of Staff, questioning my activities of the said agency.

“I honoured the invitation. They asked me so many questions on how the agency came to be. I gave them my appointment letter, the number, the name, everything.

“I was in detention for good 23 days. I was invited on the 27th of October and released of the 19th of November.

“I was in detention and that was the period for the preparation of budget. Nobody went for the defense.

“That is why I’m confused that the budget that nobody defended it still find its way to the national budget?” He said.

Adeniyi further disclosed that the office space allocated to the agency had since be reallocated to another government official as he reiterated his confusion over the inclusion of the agency’s budget in the appropriation bill.

“By the time I came out on the 19th, I was charged to court on the 27th of November.

“The said office space has been reallocated to another government official. I’ve not been going to office since that 27th of November.

“So, that is why I’m confused that how does the agency find its way to the national budget.” He said.

Meanwhile, Adeniyi revealed that he has never met with Gbajabiamila physically to discuss the issue but claimed to have spoken to the COS thrice through his late friend, Dolapo Tanimola, who was alleged to have died in a fire incident.

“Like three times now, I’ve spoken to him through my late friend, Dolapo Tanimola. It is not on video call.” The self-acclaimed council DG said.

He confirmed that every transaction was done through Tanimola but claimed that he has all documents to back it up.

On possibility of Gbajabiamila not being aware of the agency’s existence, Adeniyi maintained indifferent opinion over the possibility.

He however expressed readiness to work with the security agencies and investigative panel set up by President Bola Tinubu.

Adeniyi disclosed plan to handover all the documents in his disposal to the Department of State Service (DSS) or the police.

“I wouldn’t say he is lying and I wouldn’t say he is saying the truth. That is why I said that I believe Mr. President will set up an investigative panel to look into this whole issue and unravel the truth.

“I’m ready to help any security agency or panel set up by Mr. President to unravel the truth. In fact, any moment from now,

“I will go to the DSS or Police to submit all the documents I have to help them investigate and look into this matter.” He said.
