Rivers State Governor, Siminalayi Fubara, has approved the promotion of civil servants across all levels in the state civil service.
The approval was contained in a circular issued by the Rivers State Civil Service Commission and signed by its Permanent Secretary, James Enebeli.
PrimeTimes Nigeria reports that the circular, titled “Call for Recommendation for Promotion,” directed Ministries, Departments and Agencies to forward the names of officers due for promotion between January and July 2026 to the commission for consideration.
According to the commission, the promotion exercise will cover officers on Grade Levels 07 to 15 who became eligible within the period under review.
It, however, warned that officers who had retired, applied for retirement, or were under disciplinary action should not be recommended for the exercise.
The commission said submissions must include the service particulars of the affected officers, as well as their scored Annual Performance Evaluation Report forms.
It also directed MDAs to submit both hard and electronic copies of the recommendations in the approved format.
The circular stated that the soft copies should be submitted in Microsoft Excel format through USB flash drives bearing the names of the ministries.
The Civil Service Commission advised ministries and extra-ministerial departments to immediately commence internal promotion processes for junior officers.
It also directed permanent secretaries and heads of extra-ministerial departments to personally sign recommendation letters forwarded to the commission.
The commission fixed May 31, 2026, as the deadline for the submission of promotion recommendations.
It warned that late submissions from defaulting MDAs would not be accepted.
The circular noted that the exercise was approved by Governor Fubara to enable the commission to conduct promotion interviews for eligible officers within the January to July 2025/2026 promotion period.
The latest promotion exercise comes after Fubara recently approved and effected the payment of promotion arrears owed to civil servants in the state.
The governor had assured workers that his administration would continue to implement welfare policies in line with recent improvements introduced in the federal civil service.
The move is expected to further boost morale among workers and address long-standing concerns over career progression in the state workforce.
In the education sector, the Fubara administration recently employed 1,000 teachers for public schools across Rivers State.
The newly recruited teachers have completed orientation and training programmes ahead of their deployment to schools across the state.
The government has also commenced the recruitment of health workers as part of efforts to strengthen healthcare delivery in public hospitals and health facilities.
The administration said the recruitment and promotion exercises were part of broader efforts to improve service delivery, reward eligible workers and strengthen key sectors in the state.
