THE ECOWAS Commission, through its Early Warning Directorate, convened in Praia, Republic of Cabo Verde, from 27 to 30 April 2026, the 3rd Technical Session of the Joint Analysis and Response Planning Working Group (JARP-WG), alongside the Annual Coordination Meeting of National Early Warning Centres (NCCRMs).
The meeting brought together national, regional and technical actors to strengthen early warning systems, deepen joint analysis and enhance coordinated response to evolving human security challenges across the region.
Building on the outcomes of the April 2025 session, which reviewed the draft strategy, Standard Operating Procedures (SOPs) and Terms of Reference of the Working Group, the present session examined the ECOWAS Draft 2025 Human Security Report and the 2026 outlook.
It further identified priority areas for intervention, and advanced the finalisation and operationalisation of the JARP-WG framework anchored in the NCCRMs, reinforcing coherence between national systems and regional mechanisms.
In her remarks, Online, acting director of Early Warning, underscored that effective early warning systems require functional national structures, robust data collection and processing frameworks, and timely coordination to support evidence-based decision-making and response planning.
She further emphasised the importance of sustained collaboration among Member States, ECOWAS institutions and partners in addressing increasingly complex and evolving human security risks.
Within the broader institutional framework of the Office of the Vice-President, this engagement contributes directly to the implementation of Vision 2050, particularly under the pillar of Peace, Security and Good Governance, by reinforcing anticipatory action, risk-informed decision-making and institutional resilience.
